Biden speaks with Netanyahu as Israelis appear closer to Rafah offensive

President Joe Biden and Israeli Prime Minister Benjamin Netanyahu spoke Monday morning a White House official said, as Israel appeared closer to launching an offensive on the southern Gaza city of Rafah.
